What do you think about this item on Singed?

Personally I like it a lot. Usually I start Dark seal and keep it for a very long time. Past my 3rd item, if I have 10 stacks I transform it into the Mejai, otherwise I build my 4th item waiting to have 10 stacks.

Since I play it, I find it much easier to catch ADCs in the back, and the damages it brings are not bad.

Also it is a very cheap item overall, and even if you die, you often remain above 10 stacks just because of the assist you got during the fight.

When I start a game without it, I get 1060 ms ( I make sure to ping it every game in order to mog my team) with 4 passive stacks + fountain.

When I want to do velocitymaxxing, I get 1064.

that is four more, or 0.38%, not 2.5%.

Even if the shard was only boosting the base movement speed, 0.025*345=8.625.

I tried to look into the wiki for an explanation and couldn’t find one. It seems weird to trade 9 whole ap for 1% flat ms.

Been wanting to learn singed for a while but I end up inting so often I just play other stuff, but I always come back to wanting to play him.
I’ve been trying to find guides, and watched a lot of minishcap1, but I’m wondering if his advice on proxy etc is the same in lower elos considering how enemies respond and things like that (I’m always around silver/gold).
And if there’s any more advice anyone could give me I’d be happy to hear them
