Well Putin certainly could have avoided shit like this even in this war if he didn't indiscriminately fire missiles at civilian infrastructure in cities nowhere near the front lines. But he's been doing that shit since it started. At some point your own civilians are going to end up paying the same price and if anything they're lucky it took this long for Ukraine to start targeting non-military installations.
