Why there is no direct HR communication allowed for C13 and below?

I’ve worked in multiple companies and seen HR supporting employees and here in Citibank, looks like HR is for C14 and up and they flaunt this in their teams status ! That’s sad ☹️

Hi ! anyone have any updates on when interview invitations are sent out?

I've been requested to upload a photo and complete a questionnaire in workday, I assume this is a good sign, but could anything change my odds?
