Problem Steam version of GTA 4 giving me steam community error message

So basically, I just recently got Rockstar's Launcher to work, so i tried booting up GTA 4 (as i had bought it a few months ago) but i was met with this, can someone help me fix it? i already scoured the steam community but found nothing.
