In both of the Mega Man Legends games, there is no real-time lighting. All shadows are painted straight on to the material.
With very low-poly models like this, the need to see their mouths moving in cutscenes was limited by geometry. So, have a look at the Tron Bonne face texture - some of her mouths appear to be offset to the side. This way, when the camera is to the side of a speaking character, they use this mouth to enable you to see the whole thing. It creates a kind of anime look, rather than having half of it obscured, or needing a very flat face. In this case, face #16 and #17 are complementary - the same expression, but one is from the front, and the other from the side view.
These are the "high poly" cutscene versions of the characters. This means they got as much as five hundred triangles in them!
