ANNOUNCEMENT B.C. is changing the graduated licensing program starting October 19. Here's what you need to know

Hey reddit! Wanted to share that B.C.'s government has approved changes to the graduated licensing program (GLP), taking effect October 19, 2026. These changes affect anyone who holds a GLP licence.  A few of the bigger changes include: 

  • The second road test (the "exit road test") is being removed. Instead, you'll need to visit an office to have a driving record assessment (DRA). Which is a review of your driving history to determine if you’re eligible to move to a Class 5 licence. 
  • After you pass your DRA, there's a new 12-month period with zero-blood alcohol/drug content restrictions on your Class 5. If you're 25 or older, there's a new streamlined pathway with a shorter time needed to get your Class 5 licence.  
  • Starting in the fall, everyone currently in the GLP will get a letter explaining how these changes affect their specific situation.

Vehicle Registration & Policy Coverage What are insurance rates based on?

My son still has his N, currently drives an 01 Rav4. Pays around $2300 / yr for insurance - to and from school greater than 15k. Base, collision and comprehensive.

Looking at buying a newish car, 2019 Chevy Volt (rebuilt status). Asked the local insurance place for an estimate, said it would be about $4400 / yr for same coverage. That’s about 2/3 the black book value.

I know it’s expensive bc he’s young. What else affects it? Is it because it’s a “new” car? Because it’s rebuilt? Because it’s a plug in hybrid?

My other son is going to start driving soon… what sort of vehicle should I be targeting? It’s looking like old beaters are in his future?

Drivers Licensing Thanks to my great driving instructor--wouldnt have had a chance of passing if it wasn't for him

I just passed my N in Richmond, and I would like to thank my excellent driving instructor. When I first started, I was too nervous even in small residential roads. I had trouble with everything ---I couldn't keep the car straight, I was too scared to go faster than even bikes. I was so scared that I would frequently brake. My instructor was extremely patient. He never yelled. Instead, he took me on small roads at first, then when I got more comfortable, he took me on large roads. If I didn't know how to do something, he would teach again and again, till I finally learned. If I'm being honest, at one point, I even considered giving up. 8 months ago, I never thought I would be able to get my license one day. Still, he continued to teach me. At first, he would intervene more, and little by little, he intervened less and less. He also didn't only focus on the exam routes too, he took me everywhere. Now that I have my N, I realize how important that is. He taught everything, including highway merging. If I couldn't remember something, he would just repeat and repeat, till it finally stayed in my head. He truly went above and beyond. As I was nervous in my first attempt, I failed. I was extremely upset. He was there to calm me down. He waited till I have cleared my mind and practiced again with me.

Claims About this new insurance policy

Follow up to my recent post about being t-boned a couple weeks ago. Since then, my wife had numbness on her left side, random nerve pains affecting her neck, shoulder, collarbone, jaw, and dizziness when she walks.

Doctor thinks she has post-concussion syndrome. Waiting for MRI to see if there are other pathological causes. Tells her to try to live a normal life. May take months to maybe years to heal and symptoms will come and go.

Is this it? There's no compensation for pain and suffering or injuries anymore from ICBC aside from those medical services that she already has coverage for. We have been taking our prenatal and other meds since the beginning of the year and planning to try for our second child in the coming months but all our plans have been placed on hold because of the collision and pain she’s going through, she also doesn’t want to keep taking any extra medications during the pregnancy, as it may affect the baby.

Drivers Licensing New to BC. Confused about ID, drivers license, MSP and vehicle registration...

We just moved from Alberta to West Kelowna, BC. After looking online I'm confused about what we need to do regarding health care, ID, drivers licenses and registering our vehicle.

Three weeks ago I did what I thought was the online application for MSP, but haven't heard anything back. Nothing was received in our email and we haven't gotten anything in the postal mail either.

We need to exchange our Alberta drivers licenses for BC ones. That should require a visit to ICBC with our AB license and another ID (birth certificate? Passport?). We do have a driving history to show how long we've been driving. Anything else that we need to know for this appointment?

We also appear to need a BC Services card (Is that MSP or more general?) which also needs a visit to ICBC. Do they combine the drivers license appointment with the BC Services appointment or do we need separate appointments?

As far as our car, I know we need an OOP inspection, but what else do we need? Is this another ICBC appointment?

Any help is really appreciated!

Vehicle Registration & Policy Coverage Why are you able to insure and register a car in your name at 18 YO in BC, but cannot get a Driver's License without a parent signing for you until you are 19 YO?

Does anybody else see the irony here, or am I incorrect in any part of this. It seems a bit like " you can go swimming, just don't go near the water".

You can buy, register and insure a car in your own name, but still be unable to drive it. Wouldn't it make sense to have the two aligned?

Claims ICBC put me at 100% at fault, but didnt give clear reasons

I was involved in a silly accident, I was moving out of a parallel parked position on street that has three lanes and going into the middle lane. There is a small street behind where I was pulling out of and there was a person rolling up to a stop sign before turning right and going into the lane that I was about half way in, resulting in both of our bumpers hitting (my driver side front, their passenger side front). There are scratches but it is so small. I dont have dash cam or footage (from nearby businesses) of the accident happening.

ICBC came back to tell me I am 100% at fault because I was moving out of a parked position, while the other person wasnt even on my street when I was going into the middle lane, but they turned right without stopping and swiped me.

I asked the adjustor for the Motor Vehicle Act sections they are using, and she mentioned only s.169 (which states info about a parked vehicle and how they should act). Now, the part I am confused about, she mentioned "a vehicle established on a roadway has the right of way" I said did you have a section where I can refer to regarding the basis of your conclusion? she said the MVA, my response was ok, which part. Her response "I have to go through the whole thing to find it" I said well can you give me exactly the sections you are basing your conclusions on, but she couldnt give me an answer other than saying the MVA.

I dont think I particularly am 100% at fault, but partial. My question is other than a dispute (which I am going to do), how can I confirm that they are just not throwing a random decision and it has sufficient basis. Also, the repair on my vehicle is cheaper than the deductible, the repair on the other vehicle is like $1000. How much do you think my premium will go up? Can I somehow have this removed off my record in the future?

Autoplan / Premium Discussion (No Quote Requests) Renewed ICBC Insurance. But Broker applied incorrect ink stamp from yesterday. Is this a problem?

I just went to renew my ICBC insurance this afternoon (July 19). While the computer generated timestamp (on top of the printout page) is correct, the autoplan broker applied the incorrect broker ink stamp from yesterday (July 18). I didn't discover this until I got home.

Would that be a problem?

Claims Open ICBC claim. Is it okay to take it into the shop for unrelated issues in the meantime?

Hi guys! I got rear-ended the other day and called the same day to make a claim. Totally their fault but they still have to get the other guy's story to verify 😭. So unless the guy makes up some crazy story, I should be in the clear. Anyways, the car is still drivable, so I'm not in a huge rush to get it fixed. I'll probably take it in sometime in the next week or two.

I just remembered now that I have an appointment at the dealership for a recall inspection that I had already made before all of this that's coming up soon. Does anyone know if it's okay to have them check or fix other things while my icbc claim is still open/not completely resolved? Or is it better to wait until the claim is settled and get the repairs done first? Could it effect the claim? Not sure if it makes a difference, so I'd appreciate any advice!

Drivers Licensing Getting Class 5 Midway Thru Motorcycle Parh

I just got my class 8L, and won't be eligible for 8N for 12 months. In 9 months I'll get my class 5. Can I request to take the class 6 road test immediately after I get my class 5, or would they make me stick to the longer path?

I can't imagine they would as if I restarted then I could get my class 6 in 6 weeks anyways...

Drivers Licensing Taking Class 5 Test in 2026

I have had my class 7 for almost 6 years now, and am taking my class 5 test tomorrow. I’m obviously aware of the new 12 month program that nobody has a clue when it’ll be rolled out, but I’m going overseas for work soon and having a class 5 will make international licensing smoother and less restrictive.

Out of curiosity do you guys think ICBC examiners would be a little more lenient on people in situations similar to mine? It seems quite silly to fail a person, who in a month or so will be granted their full license ANYWAYS ( I have a clean record). Just food for thought.

Vehicle Registration & Policy Coverage What is the point of pick up trucks automatically being classified as commercial vehicles?

So why does my pickup truck have a commercial license plate, but my car doesn't? What is the point of a different plate for a vehicle that will not be used for a business?

And as it is classified as a commercial vehicle, then shouldn't the driver have to have at least a restricted class 4 commercial license?

I was transferring ownership on the truck and the insurance agent was surprised that I wanted to pay in full for a year’s worth of insurance. He mentioned most people pay monthly nowadays…

Is it not common nowadays to pay in full for vehicle insurance? Unless I’m missing something, don’t you pay interest to ICBC when you pay monthly for a year’s worth of insurance?

Drivers Licensing Driver's license renewal time with residency check is ridiculous, expedite?

As the title says, my license had expired for several months prior to me going in for a renewal late May. I was told I might have to prove residency (for whatever reason) and that the process could take a bit longer, thought that's fine, how much longer could it take?

It's been over 50 days later and I've been recently told that it could take up to 55 BUSINESS days just for me to receive a package in the mail so I can then mail/fax them information? After that, they'd have to receive it and then if they deem it sufficient, finally make my renewed license and then send it. How is this information transfer not done over email in 2026 is beyond me and why a simple renewal can take this long is just silly. Always gave ICBC the benefit of the doubt but this level of inefficiency surprised me.

I require my physical license soon and plans were made based on the fact that a bit longer for the entire process was not 4 months. How can I get this expedited?

Autoplan / Premium Discussion (No Quote Requests) Autoplan debt dissapeared out of thin air and I was able to get my license

I need answers because I am beyond perplexed! I had an autoplan debt from 2019. Long story short I was young and dumb and I got a car for my ex boyfriend under my name. He agreed to pay the insurance and I paid for the car note ( I couldn't afford both). He never did and I ended up owing a lot, it was accumulating insane amounts of interest over the years and it blocked me from being able to renew my license so I haven't been able to drive until one day it randomly said paid as agreed on my credit report which was crazy cuz I had been putting away money to pay the lum sum. and I called to see what was up and poof! no debt. i've asked customer service so many time are you sure theres nothing else preventing me from getting my license and all i had was a $109 ticket and I was able to get my license again! How is this possible? Has to be a logical explanation.

I’m thinking of driving to Edmonton and flying home as a summer road trip plan. If I did this- and found someone local here who was doing the opposite- how would that work insurance wise ? Obviously I’d vet them as much as possible for them to drive my vehicle back, but I don’t want liability if there’s an accident or they lose the car.

Claims Collision experience with ICBC

I got T-boned by another car while driving through the intersection on a green about two weeks ago, ICBC have deemed the other driver 100% liable based on all the evidence provided.

We went to the ER after the accident, my wife and I left with a dislocated shoulder and concussion and have been unable to work ever since the collision, our car was also not drivable and towed away to the yard.

Doctor said it may take months for us to recover, ICBC have yet to follow up with our claims, we have been contacting ICBC and they redirect us to contact the person in charge of our income replacement benefit, but it automatically goes to voicemail.

It’s already hard enough to take care of our toddler while being injured, on top of that how ridiculously long for ICBC to follow up with anything, how are people going to survive with no income when they need to pay for their mortgages, and buy food to survive? NOT TO MENTION while paying for the car and the insurance while it’s not drivable in the yard.

Before they changed it to this “no fault” system, everything was done much quicker (follow up and compensation)..

Need advice on what we should do at this point…

Claims Pre-exiting condition reducing value of Vehicle

Quick summary

Vehicle purchased 2025 for $9500

Vehicle suffers suspension and wheel damage going into a ditch due to hitting black ice.

Damage estimated at $5000 so probably a write-off

Repair shop will not do repairs due to frame rust.

ICBC offers settlement of <$1000 before deductible.

Fair value of similar vehicles are $9000 +

My question is should this rust condition affect the settlement amount to that degree?

Every sales agent remind you that your full information is on the paperwork, which is great,

But why can't they mask out that info? like every other place that uses your banking info? seems like an easy security win...no?

who can I email? I went to their website and couldn't find a feedback link

EDIT: faie enough, it is proof of which bank account it is coming from....I don't think I have left it in my glovebox yet, but since you are gathering up all your insurance documents, I could see how some people would....I guess that is on them

I still think they could mask the first half of your bank account number...but that is just me and by the looks of the replies, I am in the minority...back to my mom's basement :-)

Drivers Licensing ICBC SIU completely unresponsive – forced Class 5 downgrade, how to actually reach them?

Got my BC Class 5 licence recently after surrendering my foreign licence + a 7-year driving abstract. A few days later ICBC sent a letter saying my foreign licence had “errors” after an SIU review (no specifics) and I had to hand back my Class 5 for a Class 7L.

I’ve called the SIU officer multiple times, left 3+ voicemails, and followed up after the helpdesk said she’s on leave until July 2 with no case transfer. It’s now July 10 and still radio silence. The helpdesk just keeps telling me to request another callback and leave a message — which I’ve already done plenty of times.

Anyone know a direct email, supervisor line, or proper way to reach the SIU unit? Is filing a formal complaint through the ICBC Grievances portal the better move at this point?

Really frustrating process. Has anyone dealt with something similar? Advice appreciated.

Drivers Licensing BC residency

I was late on my license renewal as I didn't know it had expired. When I went for renewal , I was asked to prove my residency. I got a letter, and one of the proofs they are asking is my credit card statement. My wife has a primary card and I have a secondary card. The statement transactions are grouped by the name. First all transactions from my wife card and subtotal for it with her name against subtotal. Then all transactions from my card and subtotal for my transactions. The name does not specify for each transaction but rather subtotal has name such as my name subtotal: $$. Would this be acceptable proof of transaction? Please help.

Autoplan / Premium Discussion (No Quote Requests) Debt options or any suggestions please

I'm a single mom doing everything I can to raise my two boys, and right now I'm drowning. I've fallen behind on my ICBC payments, and I need to come up with $1,300 to catch up on my payment plan debt. If I can't, I'm going to lose my insurance in less than a week and won't be able to renew. Without my vehicle, I won't be able to get my children to school, medical appointments, groceries, or the other places they need to be. It feels like everything is falling apart.

I've cut every expense I can, reached out for assistance, and tried everything I know to get through this, but I'm still coming up short. I have no family to lend the money and my credit isnt great. I don't know if icbc is willing to negotiate a payment plan for missed payment plan payments, i highly doubt it but if anyone has any insight or ideas for me id greatly appreciate it. Just want to keep my kids lives as stable as possible right now. We don't live near the bus so that isn't an option. Thanks

Is it possible to change vehicle's registration address without changing the address on driver's licence?

I am going away for a few months and want to store my car at a different address, but I don’t want to update my driver’s licence address since my resident address will remain the same. I just need the vehicle registration to reflect the storage location.
