Discussion What generation of PC technology can currently be manufactured by anyone?

Hi, just wondering something.

Let's pretend for the sake of argument that all the current players in the computer supply chain became unavailable to make regular computing components and chips. ASML, TSMC, NVIDIA, AMD, Intel, etc.

So let's say the world decided to build an alternate supply chain in a hurry, from scratch, using whatever tech is readily available (not locked up in patents, easily understood by new companies, factories aren't too difficult or costly to set up, etc.)

What era of computing would the resulting hardware most resemble?
