You would have a body that acts as the authority of orthodox muslim faith that appoints a head amongst them. This body has no government authority but members from among it are chosen to take positions in the upper house and they approve appointments to the supreme court by the head of state. This religious body is solely responsible of maintaining and preserving the religious doctrine of the state religion and supporting education in religious Theology in all levels. They do not enforce laws but they contribute to the writing of it. All lawyers must complete a course on sharia law to practice in the country even if the laws themselves are not based sharia.

We should have a Bi Cameral parliament where the lowest house is elected and the upper house or the judiciary has significant membership consisting of religious scholars appointed be a separate religious body. They cannot propose laws, but approve and deny them as part of the judiciary or upper house.

Not democratic in a sense everyone without a qualification gets a vote. Like there still is a council who "elects" a ruler for an indefinite time and that council is chosen by authority of their reputation and works and stuff like that (no waste of time, money or manpower in campaigning and stuff).
