I don't think that means all too much. The US will have plans ready for as many situations as they can think of.

They have a planning bureau just drawing these hypothetical situations as their core business.

I am sure they have invasion plans drawn up for just about any theater.

The ICC is independent of any nation, it simply enforces the terms of a number of international treaties. No government holds any power over them.
