Mustang was incorporated in 1973 for the purpose of selling alcohol in what was then a dry Navarro County.[10] The incorporation effort was led by partners William "Bill" McKie, a former Corsicana city attorney, and Harold "Mack" McElhenney, a businessman. On October 30, 1973, the town approved beer sales. In a March 25, 1975, election, residents voted 20–0 in favor of selling hard liquor, as well as mixed beverages. Mustang had a population of 12 in the 1980 Census, which grew to 35 in 1990.[9] By the mid-1990s, the town lost its status as the primary alcohol stop in the county, as other nearby communities began to repeal their blue laws.[11]

Step 1: Buy the town
Step 2: Build it up to attract people
Step 3: invest in physical health and sports
Step 4: Create new pro teams to join the NBA and BBCL
Step 5: Profit

As far as purchases go I don't think it was entirely unreasonable. It's adjacent to Corsicana which is a small town 45 minutes away from Dallas

So he bought one of the hundreds of open-space ranch-land plots available in Texas? I remember seeing signs all over for "For sale, $x per acre!" back when I drove through Texas. Always wondered if they had water/electrical/roads etc connected at all.
Can you actually "buy" a real town with residents, in the US? How does that work from a civics perspective--do you just become the mayor, do you need to have public office and elections, or does everyone just become your tenant?
