I finally received a call from Starlink. I spoke with a very pleasant rep. He explained that the charge may not have been obvious in the Starlink app when I was trying to go off Standby/ reactivate my service due to the fact that I was an existing customer on Standby. He did take care of the $1500 surcharge, for which I am very grateful. He also let me know that if I go on and off Standby again in the future, I may be hit with the surcharge, and politely let me know that they wouldn't waive it again (fair, even though I think the surcharge itself is BS, especially for existing customers). However, he also let me know that the safest way to check to see if there would be a surcharge is to go to the Starlink website and put in the info like I am a new customer, and see if it says there is a surcharge for my area, PRIOR to doing anything at all in my account. I asked him if the surcharge applies to all plans (such as roam), or just residential, and he said it only applies to residential.
Although I still think that it's very aggravating that Starlink arbitrarily (and frequently!) changes the rules for existing customers, I'm relieved to have this solved and once I was finally able to speak with a human he exhibited excellence customer service. Because Starlink has shown that they do not grandfather existing plans, I will not switch to cell service from them if/when they offer it.
Tips for other humans in the same situation:
-Even if you're frustrated, be kind when/ if you're finally able to speak to someone.
-Get a support ticket opened as soon as possible. I did this by calling the main Starlink number, but others have noted that you can also do it via the chat feature.
-Posting to Reddit may or may not help, but it certainly doesn't hurt. I did receive a Reddit message from Starlink asking for my ticket or acct number, so that they could look into it, and I received the phone call within three hours of providing the info. I'm unsure if it was coincidence, since I already had a support ticket open and had been waiting several days for a call back, but it may have helped.
-I still have no idea how to reach an actual human, other than opening a support ticket and waiting for a call back (which in my case took several days, even though the AI chatbot assured me it would be much sooner).
-Although the phone number on my account was current/ correct, Wide_Reach3179 shared that you should make sure the phone number on your account is current. I hadn't thought to check this, and it's an excellent tip and worth mentioning.
Tips for Starlink, if they read this:
-although your phone AI chatbot is hands down the least frustrating that I've dealt with (winner of the Worst AI Chatbot goes to Comcast/Xfinity), it still needs work: Setting accurate expectations (it told me I would receive a call "later today or tomorrow", this was incorrect; Distinguishing between "v" and "b", or at least searching for letters that sound the same when attempting to find the email address for someone's account. Especially when someone is calling from the phone number on the account, and the AI claims to not be able to find the email address but then emails a support ticket message to the correct email address, while on the call. When I call from the phone number on the account, and the first question the chatbot asks is if my name is *insert name here* which is the name on the account, then it stands to reason that when it asks for my email address and the one on the account has the word "shibas" but the chatbot hears "shivas"... you would think that AI would be able to clarify instead of just saying "hmmm, I can't find an account with that email address".
-You need to make things MUCH more clear in the app for existing customers if you are going to charge a surcharge. Perhaps a box that needs to be checked that says "I understand there will be an outrageous $1500 surcharge". And then clear language along the lines of "change to THIS plan". A popup that says "By continuing, you are aware that Starlink doesn't provide lube for existing customers. Click here to go back and choose a different plan".

I've had Starlink for three years now. I bought my equipment directly from them. I've been paying them every month to be on standby mode for about a year now.
Yesterday I tried to "unpause" my service and do a regular plan again. There were several options (residential, several roam options, and some priority option). I clicked on each one to see what the differences were. After looking at each one, I chose Residential Max. A few hours later, I saw an email from Starlink saying that they had processed a "demand surcharge" of $1500 because "your recent change placed you in a high demand region". I'm in the same region that I have been ever since I got Starlink three years ago! The only change was going from Standby (which I have faithfully been paying for EVERY MONTH, naively believing that it "held my spot") to a normal plan.
I immediately called Starlink. The AI chatbot claimed to have difficulties finding my account (but was apparently able to find my account well enough to send me an email DURING THE PHONE CALL saying that a support ticket had been opened). When I asked to speak with a human, the AI chatbot promised a call back from a human, "some time later today or tomorrow". I still haven't received a call, and now the charge has hit my credit card. I have tried calling several more times, and I keep getting stonewalled by the chatbot.
I'm not paying $1589.34 (that I never authorized!) for the privilege of paying an additional $130 per month for internet. I'm trying to reach someone at Starlink to either get this straightened out or cancel my service, before disputing the charge on my credit card. Does anyone have any advice about how to speak with an actual human?
