I find it very unsatisfying that a private citizen has to do this instead of a public employee.

Why though?

Isn’t a system where everyone takes care of their own block far more efficient?

I’d rather see people engage in community than expect everything to be taken care of for them. Cities can support a distributed model by anointing block captains for flow of communication and providing tools and resources.

My block does cleanups every month and we actually find joy in being neighborly in the process.
