Jobs Agency council work

hi all, I am seeing a lot of agency council jobs open up. I recently applied for one, but ultimately got spooked as the contract was for 13 weeks. I have been in my job 9 years and I am desperately looking a change of scenery.
When I talk to people about it they say I should have gone for it as 9/10 times, temp workers at the council get to stay on? Does anyone have any experience of this?
We have a toddler & a mortgage at home so jumping into something like this is a bit daunting but my current employer has truly gone to the dogs and a lot of us are looking to jump ship.
