hey guys just quick question

i have a balmor deck for like 2 years and there was a point were force of will got ban so i had to take it out

the other day i tryed to update my deck and i saw that force of will is no longer on the ban list https://www.mtgdc.info/banned-restricted but still nobody play it in like spiderman 2099 and it's marked as banned on moxfiled ?

so i just wan't to know, can i play it or is it a useless card for me right now
