I’ve been friendly to deer, but they are eating my flowers

Deer in my yard are eating the majority of my flowers this year. Last year, they began to eat hostas, & now they have found every single hosta & keep nibbling them to the ground. Also, cosmos flowers, tops of native perennials, & the final straw is they topped off 75% of my zinnias. I thought zinnias were safe. I have spent a lot of time this summer, working in my planting beds, and not much to show for it.
What can I do to stop this?

Injured deer has returned!

I previously posted about, what I thought was a doe with a serious injury, in March. Look who showed up today... clearly not a doe.
We can't tell if it's a birth defect, injury from when he was a fawn or a more recent car related injury.
He seems to be doing well, eating the leftovers from the birds and squirrels, runs off just fine and has obviously made it this long!
The photos from March are at the end.
We named him Janice assuming he was a doe but now we need a new name!
