Among the proposals was, in particular, the position of Deputy Prime Minister for Technological Development. Fedorov declined, as he believes it is impossible to implement a defense technology development strategy without the authority of the Minister of Defense.

Fedorov also pointed out that, following the change in the Commander-in-Chief of the Armed Forces of Ukraine, the previous leadership could have immediately continued the transformation of the Armed Forces. In contrast, the new leadership at the Ministry of Defense will need time to build a team and get up to speed.
