Multnomah County Didn't Run Out of Money. It Ran Out of Accountability.
After living here for 27 years... I can safely say that there are two ways governments fail.
One is through corruption. The other is through something far more common and often just as damaging: spending enormous sums of public money without demanding proof that it's actuallyt working.
The public record shows Multnomah County chose the second path. No accountablility at all.
For nearly a decade, county leaders promised that larger budgets, new programs, and expanded services would reduce homelessness, improve behavioral health, and make Portland safer. Instead, taxpayers watched visible homelessness grow, fentanyl reshape the addiction crisis, public spaces deteriorate, and confidence in local government collapse.
This wasn't a crisis born overnight. It unfolded budget by budget, contract by contract, and audit by audit.
And throughout it all, the people responsible for running the county kept asking for more money. JVP and Deb Koufoury specifically.

Both were responsible for leading the county government charged with responding to our crises. COVID, Homeless, Fenty, Measure 110, Defunding the Police, Closing the Jail.
Leadership isn't measured by whether problems appear. It's measured by what happens after they do. On that measure, the record deserves scrutiny.
The Joint Office of Homeless Services JOHS has become one of the largest homelessness agencies in the country! COUNTRY
Its budget reached roughly $342 million in Fiscal Year 2024 before growing to approximately $395 million in Fiscal Year 2025. In just those two years alone, taxpayers funded more than $737 million in homelessness spending. That level of public investment should have come with extraordinary accountability.
Instead, county auditors repeatedly questioned whether the government could clearly demonstrate which programs worked, which didn't, and whether taxpayers were receiving measurable value for the money being spent.
That isn't an argument against spending money. It's an argument for proving the spending produced results.
Did you know that the auditors were basically ringing the alarms, but they were ignored.
Long before headlines focused on fraud investigations or budget deficits, the county's own oversight officials were raising concerns.Audits repeatedly identified problems with performance measurement, contract oversight, and accountability. They came from the government's own watchdogs.
Again and again, auditors pointed to weaknesses in how success was measured and how programs were evaluated.
Those warnings should have triggered reform, but ideology or incompetence?
Instead, the system continued to expand. When government keeps increasing budgets without first fixing known oversight problems, taxpayers are being asked to finance promises instead of proven results.
THEN CAME SUNSTONE WAY
Every government eventually gets tested.
For Multnomah County, one of those tests was Sunstone Way. County officials later questioned approximately $3.6 million in expenses submitted by the nonprofit provider and referred findings for criminal investigation.
Whatever the outcome of that investigation, the larger question remains.
How did questioned expenditures accumulate to that level before county oversight intervened?
That's not merely a contractor story.
It's a management story.
Contractors don't supervise themselves.
The County does.
THE FENTANYL ERA EXPOSED THE SYSTEM'S LIMITS
When fentanyl transformed Oregon's addiction crisis, every city in America faced difficult choices.
Multnomah County faced those same challenges.
Treatment capacity struggled to keep pace.
Behavioral health systems were strained.
Residents increasingly encountered public drug use, overdoses, and severe mental illness in parks, sidewalks, transit stations, and neighborhoods.
Many of those conditions had multiple causes.
But county government wasn't a spectator.
It was one of the principal agencies responsible for behavioral health, addiction treatment, and homelessness services.
The question isn't whether county leaders controlled every variable.
They didn't.
The question is whether they adapted quickly enough to one of the biggest public health emergencies Oregon has ever faced.
Many taxpayers would answer no.Perhaps the most troubling finding isn't that homelessness increased.Government cannot completely control housing markets or addiction.The troubling finding is that county leadership often struggled to demonstrate whether hundreds of millions of taxpayer dollars were producing measurable improvements.
Budgets grew.
Programs expanded.
Contracts multiplied.
Yet audits continued raising familiar concerns about accountability and performance measurement.That's a dangerous pattern.Because once government loses the ability to measure success honestly, failure becomes difficult to recognize—and even harder to correct. Who answers for the results in this town? Public officials often speak about compassion. Always and. compassion matters. So does competence.
Taxpayers can support helping people experiencing homelessness while still expecting government to spend public money wisely.
Those are not competing values.
They are inseparable.
Deborah Kafoury was responsible for building much of the current homelessness response system.
Jessica Vega Pederson inherited that system and chose to continue leading it into a blackhole.
Both administrations presided over unprecedented spending.
Both faced repeated warnings from auditors and oversight officials.
Both asked taxpayers to trust that more funding would eventually produce better outcomes.
Whether that trust was earned is a question every voter should ask.
If nearly three-quarters of a billion dollars in homelessness spending cannot produce clear, measurable evidence of success that ordinary taxpayers can understand, government owes the public more than another press conference.
What are we doing here?
We need to eliminate the County. For 10 years they have failed and failed again and again and again. Wake up and join us in getting rid of the county government!
