Brooke, ward representation, transit, and what I learned from recent conversations around Owen Sound

I have been digging into some interesting Owen Sound data and municipal issues over the last few weeks.

One of the biggest questions that came up: does council actually have enough influence to carry out the priorities residents vote for?

I met with Jim Hutton and Thomas Arakal to discuss City Hall, budgets, staffing, and accountability.

A key issue was the balance between elected council and administration. Staff provide important expertise, but council is elected by residents to set direction. If council members are not aligned around clear priorities, administration naturally has a much stronger role in shaping what moves forward.

One example discussed was the council-approved town hall intended for residents to engage directly with elected representatives. The final format staff organized became presentations from City departments, leaving less room for residents to ask councillors questions and receive public answers.

Jim also emphasized that meaningful change requires enough elected members who share core commitments and can work together to set direction.

I also finally obtained polling data and created maps showing:

The interesting finding: electors are spread fairly evenly across Owen Sound, but actual voters are much more concentrated in the south. Does anyone know why that is? Jasmine suggested it was because of efforts of Rebound Owen Sound last election advocating in the area for John Farmer.

I also created a draft ward representation map using the available data.

On transit, I reviewed the City’s studies, ridership information, and survey results and developed a proposed core route connecting:

• OSDSS
• Downtown terminal
• Georgian College
• Brightshores Hospital
• Heritage Place Mall
• both hills

The goal is a reliable core route that gets people across Owen Sound’s difficult geography, with walking and cycling completing shorter local connections.

The transit survey showed evening service was the most requested improvement, so I also looked at how service could operate until around 10 p.m. for shift workers, students, hospital workers, and others.

I also spent time speaking with Brooke residents. Many people there said their own area was doing well, while still identifying city-wide concerns such as homelessness and downtown drug addiction.

That reinforced the idea that local representation should match local needs. Some areas need active problem-solving. Others may mainly benefit from stronger community connections and a local person residents know they can contact.

JUSTICE SERVED… WITH A SIDE OF DISCOUNTED HOMICIDE

OWEN SOUND - In a remarkable triumph of modern efficiency, the Ontario justice system has once again demonstrated that while life may be priceless, accountability apparently comes with generous loyalty rewards.

Three years after a beloved Owen Sound restaurateur was killed while attempting the radical act of asking customers to pay their bill, the legal odyssey has concluded with what can only be described as justice’s version of a clearance sale.

The man who admitted to manslaughter received a sentence of three-and-a-half years. Thanks to credit for time already served, enhanced custody calculations and the miraculous mathematics known only to lawyers and correctional administrators, roughly seven months remain before deportation.

Justice, it seems, is now available in convenient instalments.

The courtroom carefully explained that this was a “one-punch” manslaughter case. The punch wasn’t intended to kill. It merely knocked a husband, father and respected businessman onto the sidewalk, where a catastrophic head injury ultimately claimed his life.

Intent, everyone was reminded, matters.

Death apparently takes notes.

The court painstakingly balanced aggravating and mitigating factors.

On one side sat a dead husband, father, friend, employer and community leader.

On the other sat remorse.

After all, the offender eventually pleaded guilty. This spared the family the anguish of a lengthy trial, although it unfortunately failed to spare them the rather more permanent inconvenience of attending a funeral.

The court also noted that fleeing the scene without rendering aid was aggravating.

Leaving Canada shortly afterward was aggravating.

Having family members allegedly help erase evidence and arrange an escape was aggravating.

Having relatives later plead guilty to helping cover the tracks was aggravating.

Prior criminal convictions overseas were aggravating.

Trying to avoid paying a restaurant bill before the fatal assault was aggravating.

Fortunately for the balance sheet of justice, remorse was mitigating.

Somewhere, Lady Justice quietly recalibrated her scales with a spreadsheet.

The judge acknowledged that many people would see the sentence as lenient.

He was correct.

For many in Owen Sound, the arithmetic remains difficult.

Lost is every birthday, every anniversary, every family dinner, every laugh with friends, every future business success and every sunrise the deceased had in their future.

The sentence, meanwhile, comes with a release date.

Perhaps that is simply how justice works.

Perhaps proportionality requires comparing similar cases rather than measuring the immeasurable value of a human life.

Perhaps.

Yet ordinary citizens may struggle to understand why the permanent loss of one innocent life produces consequences that expire before many vehicle leases.

The accessories after the fact also enjoyed remarkable efficiency.

One arranged an airline ticket.

Another helped retrieve motel documents to conceal their trail.

Both admitted helping the killer escape.

Both walked away with sentences already fully served.

Justice may be blind, but apparently it owns an excellent calendar.

Predictably, officials reminded everyone that sentencing is based upon law rather than emotion.

Quite true.

The law cannot heal grief.

It cannot reopen a family restaurant.

It cannot return a father to his children.

It cannot place an empty chair back at the dinner table.

What it can do is explain, in careful legal language, why all of that ultimately equals approximately seven more months.

Owen Sound’s Mayor described the sentence as appropriate within the law.

The imam of the Owen Sound Muslim Community Association called it “a joke.”

Both statements can simultaneously be true.

A sentence can faithfully follow legal precedent while leaving a community wondering whether precedent itself has drifted somewhere beyond common sense.

The justice system frequently reminds Canadians that its purpose is not revenge.

Fair enough.

But it also promises accountability.

When communities watch a life extinguished, an escape attempted, a cover-up admitted and a sentence that effectively concludes in months rather than years, they may reasonably wonder who exactly leaves the courtroom having received the greatest benefit.

The deceased received a gravestone.

His family received lifelong grief.

Owen Sound received another lesson in legal nuance.

The convicted killer received a release date.

And somewhere beneath the marble halls where justice proudly proclaims itself blind, one cannot help but wonder whether it has also become remarkably proficient at looking the other way.

I took a flying lesson and flew a cesna over Owen sound in February

Struggling with boredom I spontaneously took a flying lesson at the former Billy Bishop airport, now meaford airport, in February I got to fly the plane in the sky the first lesson. I didn't get to take off or land but that was a good thing because my first bank turn had me a limp noodle hanging out the window and my instructor had to take over. Lol this is a short video of my first flight over Owen sound. It actually wasn't that expensive I rented a plane and a man for 3 hours. I totally recommend it. Sorry I don't have more video but I really wanted to focus on the lesson and the flying.
