If Hannibal Lecter had fled instead of being arrested, would any country have accepted him?

Hannibal Lecter was arrested and imprisoned during the height of the Cold War.

If he had fled back to Lithuania instead, would the Lithuanian/USSR government have welcomed him with open arms, despite having worked so hard to keep its own citizens from escaping?

What about China or North Korea? How would those governments have reacted if a cannibalistic serial killer had sought asylum in their countries?
