My aim is to create 2 or 2.5 block people scattered around a town to make it more lively. I was wondering if anyone found a good technique to go about this? I don't intent on spawning villagers, I want block built crowds :P

Wanted to share this Ram Head design I came up with!
Used dark oak for the curled horns and white blocks to give the face a sharp contrast and clear shape
This is a tower currently under construction.

I've been updating my 2012 forever world with new content and thought this looked decent
Of course this works best with copper colored roofs/accents. The statues are block entities which disappear when viewed from far away, so its best to place them down low or on smaller builds so they can be seen.

My favorite from these is the vase that uses handles from a piglin head. Unfortunately the armor stand technique is not survival friendly as the pots are a type of tile entity.
