Seeking advice with an ambitions mtb conversion

Very quickly, for context, a few months ago my dad brought home a bike that he had found on a walk. It was lying on the ground with no lock, and it was completely trashed, but for some reason I kept it and completely stripped it to its frame. The only issue is that whetever tweaker fell off it in the middle of the night had been hammering a bike post that was a size too big into the bike post. I took it to a bike shop hoping they might be able to give me pointers on rebuilding the thing, but they said that the tweaker had cracked the frame so badly that I would've just been better off spending 4 or 500 dollars on a new bike.

I'm not settling for that, though I'm pretty determined to bring this crack machine back to life. I want to turn the bike, which was originally a Mongoose hardtail, into a full-suspension downhill mountain bike. It sounds a little bit more than I can handle, which is why I'm taking my question here, so hopefully I'll be able to get some answers before I start going off spending money on parts that I'll never use

So if you're someone who has read to the end of this and thinks they might be able to help im wondering if welding mounts onto the bike frame itself for the suspension would be out of the question as ive heard that bike frames don't take well to welding but i may be misinformed.

Spotted a great find online in Europe, but the shipping and duty make it too costly. Already looking on BuyCycle and FaceBook, Craigslist, eBay and other platforms. Thanks!
