Advice please - Worcester dog attack
6 weeks ago my leashed and licensed dogs were being walked by me. A neighbor's off leash mixed breed dog ran out of their driveway and charged across the street and chased us onto my property. The dog latched onto my dog's leg and viciously attacked her, ($2200 vet bills for 2 surgical repairs.) I called animal control and reported. The dog cannot be outside off leash and must be muzzled at all times. It has been 6 weeks of so much emotion and worry.
Question: How can I get them to pay for the vet bills? Does the landlord have any liability?

fun things to do recommendation
Hi! I am going to be starting school in Worcester and will be moving end of next month! my classmates and I are considering The Mercantile the day after move-in day.
My birthday is a few days after that dinner and because we have another orientation that day, I was considering to do something fun that evening (like an arcade, bowling, etc) that provides food and close by downtown Worcester since we start our semester the following day with an 8am class. Please let me know what you'd do on a weekday evening.

Local Events Water Lantern Festival at Elm Park this Saturday (7/25)
Heads up for anyone hunting for something to do this weekend: the Water Lantern Festival is coming to Elm Park on Saturday, July 25.
Gates open at 5:30 with food trucks, live music, and lawn games. You decorate your lantern around 8:00, and the launch on the pond runs from about 8:30 until dusk (it wraps at 9:30). Each ticket comes with the lantern kit, an LED candle (no open flames), and markers, and they hand out free photos of your launch.
Tickets run around $31 in advance and climb as it gets closer, then jump again at the gate, so it's cheaper to grab them ahead. Kids under 8 are free. It's rain or shine, and the lanterns are biodegradable and all collected afterward, so Elm Park stays clean.

Looking for Recommendations Donate can tabs
I’m looking for a place locally to donate the tabs from soda cans. Apparently there’s a Ronald McDonald chapter in Springfield that takes them, but I would prefer to stay in Worcester area.
Thanks in advance!

Housing Market Under-Appraisals?
Been looking around at houses recently. It seems like everything in the area is selling for 10-20% over appraisal?
Anyone else been struggling with this?

Worcester rmv trying to get my moms car transferred to me, looking for guidance
Hi everyone,
My parents recently moved into senior housing and I moved in with my girlfriend in Worcester. My mom is trying to transfer her old car (basically my car) to me.
We dated the title transfer for 6/16, signed it, completed the rmv 1 form, mvu-26 form for sales tax exemption, and a hand written letter giving permission for me to keep the plates.
Went to AAA, told i have to go to the rmv.
Went to the rmv today. It said online no appt was required, told I needed an appt and got one for next Tuesday.
I'm worried since its been over 30 days that they won't accept the paperwork.
Does anyone have any experience with this? If they won't accept it, do i need to just update the rmv 1 form to be a more recent date or do I need my mom to get a duplicate title and update the date to be closer to now?
I've never done this before and I don't want to keep going back and forth with this. Any help or guidance would be appreciated so I can finally get this done.
I asked on the mass subreddit but i couldn't make a post so im hoping to get some feedback so I don't waste my time there.
